Why Lines, and Not a Rainbow?

Explain, by connecting energy levels and photons, why a heated hydrogen gas emits only a few very specific colored lines, and not a continuous spectrum like a light bulb filament. Why are these lines always at the same positions, for all hydrogen samples in the universe?
